كوفيد 19 وحالة المهاجرين واللاجئين في المغرب

بيان صحفي

منذ الإعلان عن جائحة كوفيد 19 وبداية انتشاره، أطلقت الحكومة المغربية، بتوجيهات من جلالة الملك محمد السادس حفظه الله، عدة مبادرات استباقية لكبح انتشار هاته الجائحة.

نثمن التدابير التي اتخذتها جميع مكونات المجتمع المغربي للحد من تأثير هذا الوباء على الفئات الأكثر هشاشةً. لكن  الجمعيات الموقعة تود أن تعرب عن قلقها إزاء المواطنين غير المغاربة، ولاسيما المهاجرين واللاجئين الذين يجدون أنفسهم في حالة من الارتباك والهشاشة في مواجهة انتشار فيروس كورونا في فترة الطوارئ الصحية.

نود أن نلفت انتباه الحكومة المغربية إلى النقاط التالية :

●      بالتعاون مع العديد من المهاجرين من جنسيات مختلفة، لاحظت جمعياتنا أنه ليس لهذه الفئة إمكانية الوصول إلى معلومات كاملة ودقيقة، مما يسبب الذعر وعدم الفهم في صفوف عدد من المهاجرين واللاجئين. نطلب من الحكومة أن تترجم إلى الإنجليزية والفرنسية البيانات الصحفية الرسمية المختلفة وكذلك جميع الوثائق اللازمة خلال هذه الفترة من حالة الطوارئ الصحية (تصريح الخروج). هذا سوف يسهل الوصول إلى المعلومات ويحد من تبادل المعلومات الكاذبة.

●      اضطر عدد كبير من المهاجرين العاملين في القطاع الغير المهيكل إلى وقف أنشطتهم للحفاظ على الصحة العامة. رغم تفهمهم لضرورة التدابير المعتمدة، ترغب جمعياتنا في إبلاغ الحكومة بالحاجة إلى إدراج هاته الساكنة في التدابير التي سيتم اتخاذها قريبًا لمساعدة القطاع الغير المهيكل. كما نلتمس من الحكومة تقديم المساعدات الغذائية وتسهيلات أو تأجيل تسديد الواجبات الشهرية (الكهرباء والماء، الإنترنت والكراء) لهاته الساكنة التي وجدت نفسها بدون دخـل.

●      لاحظنا تعليق خدمات مراقبة الأجانب بدءاً من 18 مارس 2020. ستنتهي فترة صلاحية تصاريح الإقامة لعدد كبير من الأجانب خلال فترة الطوارئ الصحية. من أجل طمأنة المهاجرين بوضعهم الإداري داخل المملكة، نلتمس من الحكومة المغربية الإعلان بوضوح عن التمديد التلقائي لتصاريح الإقامة حتى نهاية فترة الحجر الصحي.

●      هناك مهاجرين بالغين وآخرين قاصرين غير مصحوبين يعيشون وضعية غير مستقرة.  هؤلاء الأشخاص معرضون بشكل خاص للوباء لاسيما أولئك الذين يعيشون في مساكن دون المستوى المطلوب أو في مخيمات. إن هذا الوضع قد يشجع على انتشار الفيروس بين الأشخاص الذين يعانون مسبقا من صحة متدهورة بسبب ظروفهم المعيشية. بالإضافة إلى ذلك، لم يعد بإمكان هؤلاء الأشخاص الوصول إلى دعم الجمعيات المحلية التي اضطرت إلى إيقاف أنشطتها. نلتمس من الحكومة المغربية مساعدة هؤلاء الأشخاص من خلال منحهم خدمات صحية ومساعدات إنسانية وإمكانيات الإيواء المؤقت في ظروف أفضل.

●      من الضروري أيضًا تمكين هاته الفئة من الولوج إلى الرعاية والخدمات الصحية دون تمييز للأشخاص الذين يحملون أو لا يحملون تصاريح الإقامة في المستشفيات العمومية والمراكز الصحية، وضمان حصولهم على المعلومات والإرشادات في المستشفيات العمومية (ترجمة، دعم ومتابعة).

نؤكد انخراطنا التام في التعبئة الوطنية والجماعية التي تهدف إلى مكافحة تداعيات جائحة كوفيد19 ونلتمس من الحكومة أن تأخذ بعين الاعتبار النقاط التي تطلبها جمعياتنا، والتي هي جزء من الحقوق الأساسية ومبادئ سياسة الهجرة الجديدة التي وضعها جلالة الملك محمد السادس نصره الله.

 Covid19 et situation des migrants et refugiés au Maroc

 Depuis l’annonce et le commencement de la propagation de la pandémie du COVID-19, le gouvernement marocain, guidé par sa Majesté le Roi Mohamed VI que dieu le glorifie, a lancé plusieurs initiatives et s’est montré proactif pour freiner la propagation du coronavirus. Nous saluons les mesures prises par l’ensemble des composantes de la société marocaines pour réduire l’impact de cette pandémie sur les plus vulnérables. Néanmoins, les associations signataires ci-dessous tiennent à exprimer leur inquiétude pour les ressortissants non marocain en particulier les migrants et refugiés qui se trouvent en situation de désarroi et de vulnérabilité face à la propagation du COVID19 et à la période de confinement obligatoire. Nous tenons à porter à la connaissance du gouvernement marocain les points suivants : • Nos associations en collaboration avec plusieurs migrants de différentes nationalités, ont noté qu’ils n’ont pas accès à des informations complètes et exactes ce qui engendre la panique et l’incompréhension dans ces communautés. Nous demandons au gouvernement de bien vouloir traduire en Anglais et en Français les différents communiqués officiels ainsi que tous les documents nécessaires en cette période de confinements (par exemple le formulaire « autorisation de sortie »). Ceci facilitera l’accès à l’information et limitera le partage des fausses informations. • Un nombre important de migrants qui travaille dans le secteur informel ont été obligés d’arrêter leurs activités pour préserver la santé publique. Malgré leurs compréhensions de la nécessité des mesures adoptées, nos associations tiennent à porter à la connaissance du gouvernement de la nécessité d’inclure cette population  dans les mesures qui seront prises prochainement pour aider le secteur informel. Aussi, nous prions le gouvernement d’offrir des aides alimentaires et des facilités ou report de paiements des charges mensuels(électricité et eau, internet et loyer) pour cette population qui s’est retrouvée sans revenu. • On a noté la suspension des services de contrôle des étrangers à partir du 18 mars. La durée de validité des cartes de séjour d’un nombre important de ressortissants étrangers arrivera à son échéance dans cette période de confinement. Pour rassurer ces ressortissants de leur situation administrative au sein du royaume, nous demandons au gouvernement marocain de bien vouloir annoncer clairement la prolongation automatique des cartes de séjour jusqu'à la fin de la période du confinement. • Les personnes en situation précaire, comme les migrants, les sans-abris et les mineurs non accompagnés, sont particulièrement vulnérables à la pandémie autant pour ceux qui vivent dans des logements insalubres ou dans des campements de fortunes. Cette situation peut favoriser la propagation du virus parmi des personnes qui sont déjà en mauvaise santé en raison de leurs conditions de vie. D’autant plus, ces personnes ne peuvent plus accéder à l’accompagnement des associations locales qui ont dû arrêter leurs activités. Nous demandons au gouvernement marocain de bien vouloir assister ces personnes en leur offrant l’accès aux services de santé, aides humanitaires et des possibilités de logement temporaire, dans de meilleures conditions. • Par ailleurs, il est aussi nécessaire de veiller à garantir l’accès au soin et aux services de santé sans discrimination pour les personnes ayant des cartes de séjour ou pas - dans les hôpitaux publics et centres de santé et d’assurer l’accès à l’information dans les hôpitaux publics (traduction, accompagnement et suivi). Nous affirmons notre implication totale à la mobilisation nationale collective visant à lutter contre les répercussions de la pandémie du COVID19, et nous prions le gouvernement de bien vouloir prendre en considération les points sollicités, par nos associations, et qui font partie des droits fondamentaux et des principes de la nouvelle politique migratoire établie par sa Majesté le Roi Mohammed VI que dieu le glorifie. Migrants’ and refugees’ situations in Morocco during the covid19 pandemic Press Release

 Since the announcement and the spread of the COVID19 pandemic, the government of Morocco, guided by his majesty King Mohamed VI, may God preserve him, adopted a series of proactive initiatives to halt the spread of the coronavirus. We appreciate the measures taken by the different components of the Moroccan society to reduce the impact of the pandemic on the most vulnerable. However, we, the undersigned organisations, would like to express our concern for foreigners especially migrants and refugees who finds themselves in a situation of confusion and vulnerability due to the spread of the novel Coronavirus and the period of mandatory confinement. We want to inform the Moroccan government of the following points that need to be addressed promptly: • Our organisations and in consultancy with several migrants of different nationalities would like to stress that migrants and refugees do not always have access to complete and exact information. This lack of correct information engenders misunderstanding and panic in these communities. We would like to ask the government to make all official communications and all the necessary documents in this period of confinement in both English and French (for example, the exemption for critical movement/activity). This will facilitate access to information and will limit the sharing of fake news.

• An important number of migrants who work in the informal sector/economy stopped their activities to preserve public health. While there is a high level of understanding of the obligation of confinement, we would like to stress the necessity to include this population in the series of measures that will be taken soon to help the informal sector/economy. Moreover, we would like to ask the government to provide humanitarian aid and delayed payments for monthly charges (electricity, water, internet, and rent) for this population that found itself without an income. • We noted the suspension of the foreigner’s registration services from the 18th of March 2020. The period of validity of residency permits for a significant number of foreign nationals will expire during this confinement period. To reassure migrants of their administrative situation in the kingdom, we ask the Moroccan government to kindly announce clearly the automatic extension of residence permits until the end of the confinement period. • Migrants, refugees, and unaccompanied minors who live in precarious situations are particularly vulnerable to the pandemic, especially those who live in substandard overcrowded accommodations, or in camps. This environment can encourage the spread of the novel Coronavirus among people who are already in poor health due to their living conditions. Moreover, these people can no longer access the support of local organisations that had to stop their activities during the confinement period. We ask the Moroccan government to assist these people by offering them access to health services, humanitarian aid, and temporary and better accommodation possibilities. • It is also crucial to ensure that access to care and health services without discrimination is granted to people with or without residence permits in public hospitals and health centres and to provide access to information in hospitals (translation, support, and followup). We reassert our total involvement in the collective national effort aimed at reducing the repercussions of the Covid19 pandemic, and we ask the government to take into consideration the points requested by our organisations.
