أصدرت 130 منظمة وهيئة حقوقية بيانا مشتركا دعت فيه بابا الفاتيكان فرنسيس على تبني مبادرة لحث السلطات البحرينية على إنهاء انتهاكات حقوق الإنسان والتحول الحقيقي نحو العدالة الانتقالية والانصاف وجبر الضرر لجميع الضحايا واطلاق سراح جميع سجناء الرأي بما فيهم مدافعي حقوق الإنسان وقادة المعارضة.
من جهته أشار الدكتور نظام عساف رئيس مركز عمَّان لدراسات حقوق الإنسان إلى أنَّ البابا فرنسيس يستطيع من موقعه أن يلعب دورا إيجابيا في الحث على المصالحة الوطنية وإيقاف الانتهاكات، ونحن كمجتمع مدني نتطلع إلى دور القيادات الروحية مثل البابا لإنهاء سيرة القمع السياسي في البحرين.
أمَّا باقر درويش رئيس منتدى البحرين لحقوق الإنسان إلى أنَّه في الوقت الذي ترفع فيه السلطات البحرينية شعار التسامح الديني فإنَّها تستمر في الاضطهاد الطائفي في داخل البحرين؛ حيث لم تحاسب المتورطين من القيادات الوزارية العليا في هدم 38 مسجدا ومنهم وزيري الداخلية والعدل والقائدة العام لقوة دفاع البحرين، أمَّا وزير الداخلية فقد استهدف أكثر من 150 عالم دين شيعي عبر الاستدعاءات الأمنية، فضلا عن إسقاط 19 جنسية للعلماء من بينهم آية الله الشيخ عيسى قاسم الذي يقيم في المنفى، مشيرا إلى أنَّه لو كان هنالك تسامح ديني حقيقي في البحرين لكان اللقاء الأول للبابا سيكون مع الشيخ عيسى قاسم على غرار لقاء السيد السيستاني.
وعبرت المنظمات الحقوقية والمدنية الموقعة أدناه عن قلقها العميق لسياسة قمع الحريات العامة التي تنتهجها الحكومات المتعاقبة لدولة البحرين منذ أكثر من عشرة سنوات مضت، والتي تتنوع فيها أشكال الانتهاكات ومنها، الاعتقالات التعسفية والتي بلغت أكثر من 20 ألف حالة خلال إحدى عشرة سنة، والتعذيب (وبما يتجاوز 6000 ضحية)، والقتل خارج إطار القانون أكثر من (200 قضية)، فضلا عن مئات الضحايا الذين تعرضوا للاختفاء القسري والمحاكمات غير العادلة والاضطهاد الديني والمنع من السفر وإسقاط الجنسية (أكثر من ألف حالة)، وأحكام الإعدام السياسية (12 حكم حاليا فيما تم التنفيذ بحق خمسة)، والتجنيس بخلاف القانون، والحرمان من الحقوق المدنية والسياسية، وهدم (38) مسجدا، وحل الجمعيات السياسية المعارضة (جمعية الوفاق الوطني الإسلامية، جمعية العمل الوطني الديمقراطية (وعد)، جمعية العمل الإسلامي (أمل). تعاني البحرين من أزمة حقوقية وسياسية واسعة، وتهرب صريح من تنفيذ الالتزامات الدولية الخاصة بالاستعراض الدوري الشامل، وانتهاك حقوق المواطنين من مختلف المشارب السياسية والاجتماعية والدينية، ناهيك عن الإجهاز على حرية العمل السياسي.

في ضوء الزيارة القادمة لبابا الفاتيكان فرنسيس إلى البحرين في الفترة بين ٣-٦ نوفمبر/تشرين الثاني 2022، تأمل المنظمات الموقعة على هذا البيان من قداسته تبني مبادرة لحث السلطات البحرينية على إنهاء انتهاكات حقوق الإنسان والتحول الحقيقي نحو العدالة الانتقالية والانصاف وجبر الضرر لجميع الضحايا واطلاق سراح جميع سجناء الرأي بما فيهم مدافعي حقوق الإنسان وقادة المعارضة.
رصدت المنظمات الحقوقية الزج في سجون البحرين لقيادات المعارضة وسجناء الرأي وعلماء الدين الذين طالما عبروا عن إيمانهم بقيم حقوق الإنسان والحرية والمساواة والتسامح الديني والعيش المشترك؛ وبسبب مطالبتهم بدولة العدالة الاجتماعية والمواطنة المتساوية والكرامة الإنسانية وبالتعددية السياسية، وتعرضوا بسبب ذلك للاحتجاز التعسفي والتعذيب وسوء المعاملة والحكم بالسجن لمددٍ طويلة ومنهم من تم إعدامه واسقاط جنسيته.

تتمنى المنظمات الحقوقية على بابا الفاتيكان تبني مبادرة تحث السلطات البحرينية على إطلاق سراح جميع سجناء الرأي وعددهم يقارب الألف وخمسمائة، كما نحث جميع المشاركين في المؤتمر على زيارة معتقلي الرأي وفي مقدمتهم المدافعين عن حقوق الإنسان وقيادات المعارضة وإثارة الأوضاع الحقوقية أثناء تواجدهم في البحرين مع الجهات الرسمية.
130 Human Rights Organizations Appeal to the Pope to Demand the Release of Political Prisoners
130 human rights organizations and bodies issued a joint statement, calling on Pope Francis to adopt an initiative to urge the Bahraini authorities to end human rights violations, really shift towards transitional justice, be fair, provide reparation to all victims, and release all prisoners of conscience, including human rights defenders and opposition leaders.
Dr. Nizam Assaf, head of the Amman Center for Human Rights Studies, pointed out that Pope Francis can play a positive role in urging to carry out a national reconciliation and stop violations. As a civil society, we look forward to the role of spiritual leaders, such as the Pope, in ending the course of political repression in Bahrain.
As for Baqer Darwish, chairman of the Bahrain Forum for Human Rights, he said that while the Bahraini authorities raise the slogan of religious tolerance, they continue the sectarian persecution inside Bahrain. The high ministerial leaders involved in the demolition of 38 mosques, including the Ministers of Interior and of Justice and the Commander-in-Chief of the Bahrain Defense Force, were not held accountable. As for the Minister of Interior, he targeted more than 150 Shiite religious scholars through security summons, in addition to revoking the nationalities of 19 religious scholars, including Ayatollah Sheikh Isa Qassim, who is residing in exile. Moreover, Darwish pointed out that if there were real religious tolerance in Bahrain, the first meeting of the Pope would have been with Sheikh Isa Qassim, like the meeting with Sayed Sistani.
The undersigned human rights and civil organizations expressed their deep concern about the policy of suppressing public freedoms, which has been adopted by the successive governments of the State of Bahrain for more than ten years. During these years, the forms of violations have varied and included arbitrary arrests, more than 20,000 cases of which occurred during eleven years, torture (more than 6,000 victims), and extrajudicial killings (more than 200). Moreover, hundreds of victims were subjected to enforced disappearance, unfair trials, religious persecution, travel bans, and revocation of citizenship (more than 1,000 cases). 5 politically-motivated death sentences were carried out, and 12 are now pending. Other forms of violations included illegal naturalization, demolition of 38 mosques, denial of civil and political rights, and dissolution of opposition political societies (Al-Wefaq National Islamic Society, National Democratic Action Society (Wa’ad), Islamic Action Society (Amal)). Bahrain suffers from a massive human rights and political crisis. There is a blatant evasion from the implementation of international obligations related to the Universal Periodic Review. Moreover, the rights of citizens of various political, social and religious backgrounds have been violated, not to mention freedom of political action has been eliminated.

On the occasion of his upcoming visit to Bahrain, we wish on the Pope to call for the release of the prisoners of conscience
In light of the upcoming visit of Pope Francis to Bahrain between 3-6 November, the organizations who signed on this statement hope that His Holiness will adopt an initiative urging the Bahraini authorities to end violations and issue a real shift towards transitional justice, fairness and reparation for all victims and the release of all prisoners of conscience, including human rights defenders and opposition leaders.
Human rights organizations have monitored the imprisonment of opposition leaders, prisoners of conscience, and religious scholars who have always expressed their belief in the values of human rights, freedom, equality, religious tolerance and coexistence. Because of their demand for a state of social justice, equal citizenship, human dignity and political pluralism, they were subjected to arbitrary detention, torture, ill-treatment and long prison sentences, and some of them were executed and had their citizenship revoked.
The human rights and civil organizations that signed below express their deep concern about the policy of suppressing public freedoms pursued by the successive governments of the State of Bahrain for more than ten years, and in which forms of violations vary, such as: arbitrary arresting more than 20 thousand cases during eleven years, and torture (of more than 6000 victims), extrajudicial killings of more than (200), as well as hundreds of victims who were subjected to: enforced disappearance, unfair trials, religious persecution, travel bans, revocation of citizenship (more than a thousand cases), and political death sentences (12 rulings currently in execution against five detainees), naturalization in violation of the law, denial of civil and political rights, dissolution of opposition political societies (Al-Wefaq National Islamic Society, Democratic National Action Society (Waad), Islamic Action Society (Amal)), which suffers from a wide human rights and political crisis, and outright evasion of the implementation of international obligations related to the universal periodic review, the demolition of 38 mosques, the violation of the rights of citizens of various political, social and religious persuasions, not to mention the end of political freedom of action.
Human rights organizations wish on the Pope of the Vatican to adopt an initiative urging the Bahraini authorities to release all prisoners of conscience, numbering nearly 1,500. We also urge all conference attendees to visit prisoners of conscience, led by opposition leaders, and to raise the human rights situation while they are in Bahrain with the official authorities.

A l'occasion de sa prochaine visite au Bahreïn, nous souhaitons que le Pape appelle à la libération des prisonniers d'opinion.
À l'occasion de la prochaine visite du pape François à Bahreïn, du 3 au 6 novembre prochain, les organisations signataires de cette déclaration espèrent que Sa Sainteté prendra une initiative exhortant les autorités bahreïnies à mettre fin aux violations des droits humains et à amorcer un veritable virage vers la justice transitionnelle, l'équité et la réparation pour toutes les victimes, ainsi que la libération de tous les prisonniers d'opinion, y compris les défenseurs des droits humains et les dirigeants de l'opposition.
Les organisations de défense des droits humains ont documenté l'emprisonnement de dirigeants de l'opposition, de prisonniers d'opinion et d'érudits religieux qui ont toujours exprimé leur foi dans les valeurs des droits humains, de la liberté, de l'égalité, de la tolérance religieuse et de la coexistence. En raison de leur revendication d'un État de justice sociale, d'une citoyenneté égale, de la dignité humaine et du pluralisme politique, ils ont été soumis à des détentions arbitraires, à la torture, à des mauvais traitements et à de longues peines de prison. Parmi eux certains se sont même vus retirer leur citoyenneté. Et certains ont été exécutés.
Les organisations de défense des droits humains et les organisations de la société civile soussignées expriment leur profonde inquiétude quant à la politique de suppression des libertés publiques menée par les gouvernements successifs de l'Etat de Bahreïn depuis plus de dix ans, et quant aux violations dont les formes varient, telles que : les arrestations arbitraires (plus de 20 000 arrestations en onze ans), les cas de torture (plus de 6000 victimes), les exécutions extrajudiciaires (plus de 200), ainsi que les cas de centaines de victimes qui ont été soumises à la disparition forcée, aux procès inéquitables, à la persécution religieuse, à l’interdiction de voyager, à la révocation de leur
citoyenneté (plus d'un millier de cas), et à la condamnation à mort politique (12 jugements actuellement en exécution contre cinq détenus), à la naturalisation en violation de la loi, au déni des droits civils et politiques, à la dissolution des associations politiques d'opposition (Association nationale islamique Al-Wefaq, Association d'action nationale démocratique (Waad), Association d'action islamique (Amal)), qui sont les victimes d'une profonde crise des droits humains et de la politique, et du non-respect des obligations internationales liées à l'examen périodique universel. 38 mosquées ont été démolies. Des citoyens de diverses obédiences politiques, sociales et religieuses ont souffert de la violations de leurs droits, sans oublier la fin de la liberté d'action politique.
Les organisations de défense des droits humains soussignées souhaitent que le Pape du Vatican prenne une initiative exhortant les autorités bahreïnies à libérer tous les prisonniers de conscience, qui sont aujourd’hui près de 1 500. Elles demandent également à tous les participants à la conférence de rendre visite aux prisonniers de conscience, à commencer par des leaders de l'opposition, et, pendant leur séjour à Bahreïn, à évoquer avec les autorités officielles la situation des droits humains.

A la luz de la próxima visita del Papa Francisco a Bahréin entre el 3 y el 6 de noviembre, las organizaciones que firmaron esta declaración esperan que Su Santidad adopte una iniciativa instando a las autoridades bahreiníes a poner fin a las violaciones y emitir un cambio real hacia la justicia transicional, la equidad y la reparación para todas las víctimas y la liberación de todos los presos de conciencia. incluidos los defensores de los derechos humanos y los líderes de la oposición.

Las organizaciones civiles y de derechos humanos que firman a continuación expresan su profunda preocupación por la política de supresión de las libertades públicas seguida por los sucesivos gobiernos del Estado de Bahrein durante más de diez años, y en la que varían las formas de violación, tales como: arresto arbitrario de más de 20 mil casos durante once años, y tortura (de más de 6000 víctimas), ejecuciones extrajudiciales de más de (200), así como cientos de víctimas que fueron sometidas a: desaparición forzada, juicios injustos, persecución religiosa, prohibición de viajar, revocación de la ciudadanía (más de mil casos) y condenas a muerte políticas (12 fallos actualmente en ejecución contra cinco detenidos), naturalización en violación de la ley, negación de derechos civiles y políticos, disolución de las sociedades políticas de oposición (Sociedad Islámica Nacional Al-Wefaq, Sociedad de Acción Nacional Democrática (Waad), Sociedad de Acción Islámica (Amal)), que sufre una amplia crisis política y de derechos humanos, y evasión directa del cumplimiento de las obligaciones internacionales relacionadas con el examen periódico universal, la demolición de 38 mezquitas, la violación de los derechos de los ciudadanos de diversos pensamientos políticos y religiosos, por no mencionar el fin de la libertad política de acción.
Las organizaciones de derechos humanos desean a Su Santidad el Papa del Vaticano que adopte una iniciativa instando a las autoridades bahreiníes a liberar a todos los presos de conciencia, que suman casi 1.500. También instamos a todos los asistentes a la conferencia a visitar a los presos de conciencia, encabezados por líderes de la oposición, y a plantear la situación de los derechos humanos mientras se encuentran en Bahréin con las autoridades oficiales.
